Ramesses XI was the tenth and last pharaoh of the XX dynasty. He reigns about twenty-nine years -1098 until his death about the year -1069. He succeeds Ramesses X and above Smendes.

At the end of the twentieth dynasty, the pharaoh has lost all power. Ramses XI shows the total decline of his kingdom and his power. Chaos reigns supreme. Around the year -1090 (the year of the Hyena), the collapse of the economy of Egypt and the royal power leads to the onset of grave robbers. Tearing the country leading to the Third Intermediate Period is an opportunity for organized pillage of the wealth of the Valley of the Kings , perhaps because of unscrupulous officials.

Ramses appealed to the Viceroy of Nubia, Panhsy to restore order. It then began a civil war against Amenhotep , the high priest of Amun at Thebes he deposed, imprisoned and deported in the Western Desert. It was not counting with the ambitions of the vizier and general Herihor , probably the son or relative of Amenhotep, which takes over and pushes Panhsy beyond the traditional border south of Aswan.

Herihor was appointed high priest of Amon , he won many other awards, and became viceroy of Nubia. This ambition and rivalry that involves major cause civil wars that cause the creation of new dynasties in the north and south of Egypt. Herihor usurping royal power by ignoring completely Ramses. It is the first priest-king, the dynasty of high priests of Amun at Karnak , parallel to the twenty-first dynasty. He died shortly after and was replaced by Piankhi , a priest who continued the policy of Herihor.

Reduced to a mere administrative formality, ends his reign Ramesses XI in the general disinterest and is buried in the Valley of the Kings (tomb KV4 ).
